As a the occupier of a property there a many things your should familiarise yourself with, one of those is the location and operation of your main stopcock.
Where your mains water enters your property you should have a stopcok installed to facilitate isolating the water in the property, unfortunately many stopcocks we come across are seized whilst some can be freed with a little bit of effort some cant and some have been known to break off.
It is highly recomended that you check yours regularly, Personally we recomend at least once a year turning the water off then back on to ensure the valve is free and its actually stopping the water, when you reopen the valve it is a good idea to fully open then close by 1/4 to 1/2 a turn, leaving the valve like this can on it's own prevent the valve from seizing open, when the valve is fully open the internal threads make contact left in this position they can become jammed relatively quickly.
